Let me revise that:
Here is a solid PVP/PVE build that will work for raiding as well. I re-thought Imp Berserker Rage in favor of Focused Rage, and rethought some of the Prot talents in line with that. While you lose 5% Parry, you gain Improved Demo Shout.

I dropped Imp Battle altogether because I simply don't use it in PVP. Commanding Shout seems to be the PVP shout for Prot.
